Eligibility

In general, Ulster County job seekers may qualify for OET if they are U.S. Citizens or legal residents who have the right to work in the U.S., and either meet our adult low income priority guidelines or have been classified as dislocated workers. Males 18 or older born after 1959 must also have registered with Selective Service.

Dislocated Worker Status is determined by the New York State Department of Labor. There are specific criteria that an individual must meet in order to be certified as a dislocated worker. To see if you qualify, visit the Department of Labor at the OneStop Job Center.

All prospective applicants for OET services must fill out an application, provide documents to establish eligibility, and be interviewed by an Employment and Training Coordinator. Applications are taken, on a walk-in basis, Monday through Friday from 8:30 a.m. - 4 p.m. A prior telephone call is recommended to prescreen you for eligibility. We can be reached at (845) 340-3170.

The interview is designed to determine whether you are eligible and appropriate for OET services. OET is NOT an entitlement program. Eligibility does not guarantee we will offer you training. We may refer you to other agencies for assistance.

Once found eligible and appropriate for OET services, you must attend a two day Objective Assessment. This assessment is designed to provide a profile of your vocational interests, goals, aptitudes, skills and academic levels with specific recommendations on employment and training services that may be suitable. Based on information obtained during your intake interview, and the results of your Objective Assessment, a suitable training strategy or referral to another agency will be recommended. If appropriate, and there is funding available, OET will refer you to one of our approved classroom training programs or OJT (On-the-Job Training).

Minimum documentation required at eligibility interview:

Adult Low Income Priority

  • Birth certificate OR proof of legal alien status
  • Something with your current address
  • Social Security card
  • DD-214 (Veterans only)
  • Proof of gross family income for last six months OR
  • Current Public Assistance/Food Stamp budget letter OR SSI award letter
  • Either a birth certificate OR social security card for each family member
  • Selective Service registration number for males 18 or older born after 1959
  • Written record of your job search
  • Other documents may be required
