The Ulster County Transportation Council’s Policy Committee is the final MPO policy and decision-making authority comprised of chief elected municipal officials from urbanized and non-urbanized areas throughout Ulster County. The Ulster County Legislature Chair serves as Chair of the UCTC Policy Committee. The voting members of the Council have agreed to act by "consensus". [Consensus is defined as unanimity of affected parties] The UCTC is guided by operating procedures adopted June 4, 2003 and has identified the following as permanent voter membershipto the Ulster County Transportation Council:
In addition to the permanent voting members identified above, the UCTC has established a two-year alternating voter membershiparrangement to represent all areas of the County. Alternating municipalities (Towns and Villages) are listed below and paired with one other municipality based upon geographic location and municipal population. *Voting privileges expire on June 4, 2009. In addition to permanent and two-year alternating voter membership arrangements identified above, the UCTC’s operating procedures identifies the following seven (7) municipalities to collectively serve as one (1) rural voting member (also known as the “7 as 1” rural voter arrangement). In accordance with UCTC operating procedures, the Ulster County Association of Town Supervisors (UCATS) appoints one Supervisor to represent the seven municipalities. Term limits for the “7 as 1” rural voting seat is determined by UCATS. “7 as 1” Rural Voter Membership
