The Ulster County Tourism Office initiated a powerful grand finale on behalf of the County to have the Rivers and Estuaries Center for Research and Education located here. The office orchestrated the creation of a "Special Report" in the Legislative Gazette. The Legislative Gazette is the weekly newspaper of the New York State government and is published in Albany, New York. It is distributed through the State Capital and the Legislative office buildings.

"The purpose of the ‘Special Report’ was to fully demonstrate just how much interest and desire there is in the County to have this center located here in Ulster", stated Ulster County Tourism Director Peter Carofano. The "Special Report" gives a detailed step-by-step presentation of Ulster County’s efforts over the past two years to convince Governor Pataki and his Site Selection Committee that Ulster County is where the center needs to be," Carofano continued. Additional thanks should be given to the wide range of businesses that chose to advertise in the Special Report and continue to support the County’s efforts in its bid to obtain the Center.
