The Ulster County Mental Health Department (UCMHD) is designated under New York State Mental Hygiene Law as the oversight body for publicly funded services to mentally ill, chemically dependent and developmentally disabled persons.  In addition, the department is licensed by the New York State Office of Mental Health and the New York State Office of Alcoholism and Substance Abuse Services to provide outpatient mental health, drug and alcohol clinic treatment services for children, families and adults.  The mission of the department's clinical service is to promote hope, recovery and healthy development for people with mental health and substance abuse problems so that they may achieve the best quality of life possible.  The department also contracts with not-for-profit agencies for the provision of a variety of other mental health, drug and alcohol services, as well as services for the mentally retarded and developmentally disabled. 

UCMHD specializes in the provision of a comprehensive range of services for at-risk populations, including seriously mentally ill adults, seriously emotionally disturbed children, adolescents, young adults and adults with co-occurring disorders, and individuals suffering from persistent substance abuse.  Services are provided to individuals mandated into treatment by the courts.  Due to financial support from the State and County, the department is able to accept virtually all methods of payment.  Reasonable out-of-pocket fees are based on the individual's or family's ability to pay.  

A comprehensive array of individual, group, family therapy and intensive group services are provided at the Kingston Clinic.  Regional clinics are located in Highland and Ellenville, and a treatment unit for at-risk children is located at the Ulster County Department of Social Services in Kingston .  Special groups are available.  Case management services are provided in accordance with the needs of the client.  The department also provides discharge planning and transitional case management services to inmates at the Ulster County Jail, and interfaces with town courts and the Kingston City Court for the purpose of assisting persons to gain prompt access to services.  The department participates in the County's Drug Court Programs at both the Kingston City Court and the Ulster County Family Court.  

Method of Payment:  UCMHD accepts Medicaid, Medicare, private third party insurance and out of pocket payments on a sliding scale fee basis, in accordance with one's ability to pay.
