The Sheriff is an elected official and is the County's conservator of the peace in accordance with County Law Section 650. The Ulster County Sheriff's Office was established in 1661 and is currently comprised of three main divisions: Criminal, Corrections and Civil.
Criminal Division
The Criminal Division is an accredited division that provides a variety
of emergency services functions, in addition to basic law enforcement
services. The Criminal Division consists of several units including:
Uniform Patrol Unit: A staff of uniformed deputy sheriffs trained in crime prevention, detection, community policing, and law enforcement, is on duty 24 hours a day, seven days a week, Members are available to present lectures to any group or individual of any age regarding business and residential crime prevention, personal safety, law related topics etc.
K-9 Unit: Comprised of three uniformed patrol deputy sheriffs with personally assigned 4-wheel drive vehicles. Each member is partnered with a police canine trained in narcotics detection, bomb detection, tracking and article searches. They are available to provide practical demonstrations or lectures to any size group, regardless of age, concerning abilities and effectiveness of dogs in police work.
Navigation Unit: Assigned deputies are certified to perform marine-related law enforcement duties. They also provide NYS certified young boater safety courses and personal watercraft safety instruction. Members are available to present practical demonstrations or lectures to any group or individual of any age regarding water related enforcement or safety issues.
In Water Rescue Unit: This unit is comprised of deputy sheriffs assigned as rapid deployment rescue recovery SCUBA divers, plus an additional five members assigned as land based support personnel. Deputies are trained to respond, dress and enter a particular body of water within a time frame, which is intended to allow for the resuscitation of the victim. Unit members are also certified in the deployment of equipment necessary to rescue individuals caught in swift water situations.
CISM Team: The Sheriff's Critical Incident Stress Management Team is a partnership between mental health professionals and emergency or other high risk workers interested in preventing and mitigating the negative impact of acute stress on themselves or other workers involved in a traumatic event, as well as to accelerate their recovery process
Detective Unit: Certain members of the Criminal Division assigned to the investigation unit work in civilian clothes and assist uniformed members with incidents which require protracted investigation. They are primarily charged with initiating or following up on reports of major crimes.
D.A.R.E.: Several days a week during the school year, "DARE certified" deputies of the Criminal Division have regular assignments to instruct area grade school students in the recognition and resistance of drug and alcohol abuse.
Security Services: The Security Services Unit of the Ulster County Sheriff's Office consists of deputy sheriffs and security officers responsible for worksite security services at Ulster County office buildings, including weapons screening, courtroom and building decorum, and providing essential public safety, and law enforcement services.
ATV Team: Using two all-terrain vehicles equipped with automatic vehicle locator devices, specially trained deputies conduct search and rescue operations in conditions not accessible by cars or trucks.
Corrections Division
The Sheriff is responsible for the custody, control and movement of inmates
confined to the Ulster County Jail. Committed to the jail are prisoners
who may be charged with any type of crime or violation, including homicide,
rape, DWI, trespass, etc. The Sheriff is responsible to assure that all
prisoners are kept secure and properly cared for. He must continually
conform to the rules and regulations set forth by NYS Correction Law and
the New York State Correction Commission, such as providing contact visitation,
education, and rehabilitation.
The Ulster County Jail also maintains two Corrections K-9 Units, a Gang Unit, a Corrections Emergency Response Team (CERT) and a Transportation Unit.
Civil Division
The Civil Division is a state mandated service of the Sheriff's Office.
Its purpose and function is to serve and execute the various legal processes
issued not only by and for the several non-criminal courts of the state
and its subdivisions, but also for the legal community and the general
public. Departmental and divisional policies and procedures are consistent
with New York State and court case law and are designed and developed
to insure the accurate, expeditious, and judicious service and execution
of all matters relating to civil process. The rulings that apply include
Civil Practice Law and Rules, Judiciary Law, Real Property Actions and
Proceedings Law (RPAPL), and the Family Court Act (FCA).
The Pistol License Bureau is located within the Civil Division and processes and investigates all NYS pistol license applications for the residents of Ulster County. The Bureau may be contacted at 845-340-3639.
Fees for Services: All fees for the service of legal process are payable in advance and nonrefundable after docketing. A schedule of these fees is available from our website. A schedule of pistol license fees is included in the application package.
