Ulster County Announces Leadership Transition in Economic Development

KINGSTON, NY - Ulster County Executive Jen Metzger today announced a leadership transition in the Department of Economic Development. Director Kevin Lynch will be stepping down at the end of the year for family reasons, and Deputy Director Joshua Stratton-Rayner will serve as Interim Director beginning January 1, 2026.
“We thank Kevin Lynch for his service and leadership over the past two years,” said County Executive Jen Metzger. “Kevin brought valuable experience in finance, economic development, and public-private partnerships to the role, and we wish him the very best.”
Stratton-Rayner, who has served as Deputy Director since 2022 and previously held the role of Interim Director, brings a strong background in urban strategy, systems-oriented planning, and civic development. He has played a central role in a number of key initiatives, including the County’s first comprehensive arts and culture plan, the Boost for Main Streets program, and his work to help secure major New York State economic development awards for iPark 87 in the Town of Ulster, the Barrel Factory in Kingston, and the redevelopment of the Wellington Hotel in Shandaken. Stratton-Rayner also currently serves on the City of Kingston's Zoning Working Group.
