Housing Action Fund The Ulster County Housing Action Fund (HAF) supports equitable and sustainable community development through the construction, development, revitalization, and preservation of affordable, workforce, and supportive housing. With a $15 million investment and an annual funding cycle, the HAF is helping to expand housing options across Ulster County.

Housing Smart Communities Initiative (HSCI) The Ulster County Housing Smart Communities Initiative is a certification and capacity-building program that supports local municipalities in addressing housing affordability and supply challenges. Participating communities receive technical assistance, policy guidance, and incentives to implement housing solutions tailored to their needs.
Accessory Dwelling Units Ulster County is supporting the development of Accessory Dwelling Units (ADUs) to expand affordable housing options and promote flexible living arrangements. Through the Plus One ADU Program, eligible homeowners can receive grants of up to $112,500 to build or renovate code-compliant ADUs — such as basement apartments, garage conversions, or backyard cottages — on their property.
Affordable Rental Upgrade Program Ulster County is investing in housing improvements that support both renters and mobile home residents. Through the Affordable Rental Upgrade Program, small landlords can access grants to make essential repairs — such as addressing code violations, improving energy efficiency, and enhancing accessibility — while committing to keep units affordable for years to come.
Mobile Home Resilience Grants Program This program provides funding to upgrade manufactured homes with high-efficiency heat pumps, insulation, and electrical improvements, helping low- and moderate-income households lower utility costs and improve indoor air quality.

Legislature Passes County Exec's Amendment to ADU Tax Incentive Law Published on August 11, 2025 Ulster County Executive Jen Metzger has signed Local Law No. 5 of 2025, amending the County’s Accessory Dwelling Unit (ADU) tax incentive law to strengthen its alignment with Ulster County’s housing goals.
