Board of Ethics The Ulster County Board of Ethics promotes ethical conduct in County government by reviewing financial disclosure statements, issuing advisory opinions, and addressing conflict of interest complaints involving County officers and employees.
Board of Health The Ulster County Board of Health (UCBOH) is a seven-member advisory board to the Department of Health that provides oversight and guidance on public health matters. Members of the Board consult on critical issues, review and assess programs, and advise County leadership on initiatives that strengthen community health.
Charter Revision Commission The Charter Revision Commission is a citizen-led body that reviews and recommends updates to the Ulster County Charter every ten years, ensuring the Charter reflects community needs and values while allowing for public input and direct voter approval of proposed changes.
Community Services Board The Community Services Board (CSB) is an advisory body that supports county leadership in shaping behavioral health services. Comprised of professionals and community members, the Board provides guidance, oversight, and recommendations to promote effective and responsive mental health programs.
Electrical Licensing Board “No person shall engage in, carry on or conduct the business of an electrical contractor within the County of Ulster unless he or she is licensed” - Ulster County Electrical Licensing Law Chapter 185-4
Environmental Management Council The Ulster County Environmental Management Council (EMC) advises County leadership on environmental policy, planning, and conservation, working to protect natural resources and promote sustainable practices through collaboration with local municipalities and community stakeholders.
Hazard Mitigation Steering Committee The Hazard Mitigation Plan (HMP) Steering Committee guides and oversees the County’s hazard mitigation planning process. By coordinating with municipalities, stakeholders, and the public, the Committee ensures the plan is effective, community-driven, and aligned with state and federal requirements.
Housing Policy and Oversight Committee Comprised of affordable housing experts and professionals, the HPOC administers the Housing Action Fund (HAF).
Human Rights Commission The Human Rights Commission receives and impartially investigates complaints of discrimination. The Commission also educates the public about Human Rights.
Investment Advisory Board The Investment Advisory Board provides independent guidance and oversight to support the Commissioner of Finance in managing the County’s investments, ensuring transparency, accountability, and prudent financial stewardship.
OFA Advisory Council The Office for the Aging Advisory Council advises the County on programs and policies that support older residents, ensuring that services reflect the needs of seniors and strengthen their well-being and independence.
Periodic Compensation Review Committee The Periodic Compensation Review Committee is a five-member advisory body tasked with reviewing and recommending salaries for Ulster County’s elected officials. The Committee conducts biennial reviews, holds public hearings, and provides rationale-based recommendations to the County Executive and Legislature, ensuring a transparent and equitable approach to public compensation.
Planning Board The Planning Board, which is comprised of representatives from each municipality in Ulster County, reviews land use actions and advises on conservation, development, and redevelopment.Unless otherwise noted, the Planning Board meets on the First Wednesday of every month at 7 PM in the Ulster County Legislative Chambers.
Tobacco Asset Securitization Corporation The Ulster Tobacco Asset Securitization Corporation (UTASC) supports Ulster County by managing proceeds from the sale of future tobacco settlement revenues, issuing bonds, and servicing related debt, ensuring long-term financial benefit and stability for the County.
Traffic Safety Board The Traffic Safety Board promotes traffic and transportation safety through study, advocacy, and public education. The TSB champions the safety of pedestrians, cyclists, and other road users at the most risk.
Ulster County Economic Development Alliance (UCEDA) The Ulster County Economic Development Alliance (UCEDA) supports the promotion of Ulster County as the premier location to expand and grow business for the creation of wealth, fostering strong, sustainable, diverse economic opportunities for Ulster County and its communities.
Ulster County Housing Development Corporation (UCHDC) The Ulster County Housing Development Corporation works to create safe, decent, and affordable housing through collaboration with the public, non-profit and private sectors. UCHDC's first project is Golden Hill, a 164-unit affordable housing project at the site of the former County jail.
Workforce Development Board The Ulster County Workforce Development Board sets workforce development policy and oversees the County's Workforce Innovation and Opportunity Act (WIOA). The Board is composed of representatives from the business, workforce, education, and economic development sectors.
Youth Board Advises the Youth Bureau Director, County Executive, and Legislature on youth issues. Recommends ways to support and coordinate all youth-serving agencies in Ulster County. Helps the Youth Bureau Director review applications for funding.
Agricultural & Farmland Protection Board The Agricultural and Farmland Protection Board advises the County Legislature and works with the County Planning Board on agricultural district inclusions and the Agricultural and Farmland Protection Plan.
