The Ulster County Board of Ethics promotes ethical conduct in County government by reviewing financial disclosure statements, issuing advisory opinions, and addressing conflict of interest complaints involving County officers and employees.

Membership Rules

The Board of Ethics shall consist of seven members that are all appointed by the County Executive and subject to confirmation by the Legislature. Three members are nominated by the County Executive, one by the Chair of the Legislature, one by the Majority Leader, one by the Minority Leader, and the final one is nominated by the Board of Ethics.

Of the three nominated by the Chair, Majority Leader and Minority Leader of the Ulster County Legislature, no more than two shall be of the same enrolled party affiliation. Of the three nominated by the County Executive, no more than two shall be of the same enrolled party affiliation.

Members must reside in the County of Ulster and be eligible to register to vote in Ulster County. No member shall currently serve as a federal, state, County, or local elected official or County employee, or concurrently hold the office of Chair, First Vice Chair, Second Vice Chair, Secretary or Treasurer, or Sergeant at Arms in a federal, state, or Ulster County political party. At least one member of the Board of Ethics shall be an employee of a Town, Village, or City within Ulster County.
