Ulster County has begun construction of a new Emergency Communications Center (ECC) to modernize and consolidate its critical emergency facilities: the Emergency Operations Center (EOC) and the Public Safety Answering Point (PSAP/911 Center). This project ensures that the county has the infrastructure needed to protect public safety today and into the future.
The 911 Center (PSAP) is the county’s lifeline during emergencies. It serves as the first point of contact for residents in crisis, dispatching law enforcement, fire, and EMS services across Ulster County. A modern, resilient PSAP is essential to reducing response times, improving coordination among first responders, and ensuring reliable communications even under the most challenging circumstances.
The Emergency Operations Center (EOC) plays an equally vital role. It serves as the command hub during disasters, major incidents, and countywide emergencies, bringing together leadership from multiple agencies to coordinate resources, manage response efforts, and protect the community. An upgraded EOC provides the space, technology, and security required for Ulster County to respond effectively to events ranging from natural disasters to public health emergencies.
The new ECC will be located on Paradies Lane in New Paltz on a 57.3-acre site, with 6.5 acres dedicated to the facility. The development includes a 16,000-square-foot main building and a 4,000-square-foot storage building, along with parking for approximately 65 vehicles, areas for future expansion, perimeter protection, and a 75-foot communications tower.
By investing in this project, Ulster County is strengthening the foundations of public safety and emergency preparedness, ensuring residents have the protection of a reliable 911 system and a fully capable EOC to manage crises effectively.
