Property Tax Information
Property owners typically receive two tax bills a year. General tax bills, which include County, City or Town, and Special District Taxes, are sent in January. School Tax bills are sent in September. Residents of the villages of Ellenville, New Paltz, and Saugerties also receive a village tax bill in June.
Taxes are calculated from a property's assessed value. Assessments are made by local assessors. The County's Real Property Tax Service Agency supports local assessors and government officials in arriving at equitable assessments. The Agency maintains tax maps and publishes assessment rolls.
Taxes are collected by the municipality and school district. When taxes are not paid by the deadline, they are considered delinquent. The County's Department of Finance collects delinquent taxes on behalf of local towns, villages, and school districts. The County does not collect delinquent taxes on properties within the City of Kingston.

When and where do I pay my general taxes?
Towns
General taxes are paid to your town collector. A bill is sent to you on January 1st and is due by January 31st without penalty. As of February 1st interest is due at a rate of 1% per month. The town collector collects until June 1, or the next business day if June 1 falls on a Saturday, Sunday, or public holiday. After that date, your general taxes are considered delinquent and must be paid to the County.
City of Kingston
City of Kingston taxes are paid to the City Comptroller. They are due in two equal installments. The first installment is due within 45 days after tax levy has been set by resolution of the Common Council. The second installment is then due within 120 days after the tax levy has been set. The City is responsible for the collection of delinquent taxes.
When and where do I pay my school taxes?
Central School Districts
Central school district taxes (districts other than the Kingston City School District) are due to your school district tax collector. A bill is sent on September 1st and is due by September 30th without penalty. As of October 1st interest is due. Contact your school district for the final date you can pay.
The Ulster County Department of Finance collects delinquent central school district taxes for a short time in November before the taxes are re-levied (added to your January tax bill).
Kingston City School District
Kingston City School District (KCSD) taxes are sent on September 15 with first payment due to the school tax collector by October 15 without penalty. The final date of payment to the school tax collector is generally December 15, after which collection of delinquent KCSD taxes depends on which municipality the property is in:
When and where do I pay my village taxes for the villages of Ellenville, New Paltz, or Saugerties?
Village tax bills are sent on June 1 and are due to the Village Treasurer before July 1 without penalty. After October 31, collection of delinquent village taxes depends on the village:
Villages of Ellenville and Saugerties: the Ulster County Department of Finance collects delinquent Village of Ellenville and Village of Saugerties taxes for a short time in November before the taxes are re-levied (added to your January tax bill).
Village of New Paltz: The Village of New Paltz collects its own delinquent taxes.
If I did not receive my tax bill, am I responsible for interest/penalties?
Yes. As a property owner, you are responsible for your taxes and any interest and/or penalties that may apply whether or not you receive a tax bill.
How do I change my mailing address for my tax bills?
Contact the assessor in your town to change your address. If you have delinquent taxes, contact the Ulster County Department of Finance as well.
Where do I apply for the STAR exemption? How do I find out what other exemptions I may qualify for?
Visit the STAR resource center to apply for the STAR program. Contact your town assessor to apply for or inquire about any exemption including STAR.
Please note, the STAR program applies only to school taxes and is only applied to a primary residence. The STAR program does not apply to vacant land, commercial property, investment property or second/vacation homes.
