The Ulster County Department of Finance is responsible for enforcing tax collection on behalf of the county's school districts, towns, and the Villages of Ellenville and Saugerties.

Step 1.Verify Amount Due

Before paying, please email taxpayments@ulstercountyny.gov or call (845) 340-3431 to verify the amount due. You will need to let the office know what month you intend to pay the bill as interest will impact the amount due.

You can also request an unpaid tax bill be emailed to you.

Step 2.Prepare Payment

Make check or money order payable to Ulster County Department of Finance.

These methods of payment are always accepted:

  • official bank checks/cashier's check
  • certified checks
  • money orders

These methods of payment are sometimes accepted, depending on the time of year and type of taxes being paid:

  • personal checks
  • business checks
  • attorney checks

Please contact this office prior to payment at (845) 340-3431 if you intend to pay by one of these methods.

The Department of Finance is located on the fourth floor of the County Office Building at 244 Fair Street in Kingston. You may pay your taxes at the counter during business hours on M-F.

These methods of payment are sometimes accepted, depending on the time of year and type of taxes being paid:

  • credit or debit card (person whose name is on the card must be the person presenting the card)
  • personal check
  • business check
  • attorney checks

Installments

Ulster County has a Tax Installment Payment Program that allows you to make monthly payments on late taxes.

Step 1.Contact the Department of Finance

There are a few requirements involved with a monthly payment plan. Email taxpayments@ulstercountyny.gov or call (845) 340-3431 to learn if an installment plan is right for you.

Step 2.Sign Contract

To enroll in the Installment Payment Program, you must sign a contract with the County.

Please note:

  • There are certain times of the year when debit cards, personal checks, business checks, and attorney checks are not accepted. Please contact this office prior to payment at (845) 340-3431 if you intend to pay by one of these methods. 

  • If paying by debit or credit card, an additional convenience fee of 2.50% or $2.00 minimum depending on the amount being charged.

  • Debit cards and personal checks are not accepted for the payment of Central School District taxes.

Sometimes, and only if it is a U.S. Postal Service Postmark. Most payments made to the Ulster County Finance Department are considered to be “on time” if the postmark is within the due date. There are certain times of the year and specific taxes that must be received by a certain date. Contact the Ulster County Department of Finance with specific questions.

Notices are sent for the duration of the contract/payment plan, including a Notice of Foreclosure if your contract includes a tax that is three years old. Taxes are considered unpaid until the contract is paid in full.

Yes. Ulster County has an installment payment plan for delinquent taxes. There are a few requirements involved with a monthly payment plan and you must sign a contract with the County. Please contact the Ulster County Department of Finance to inquire about this program.

No. Pursuant to New York State Real Property Tax Law §1112, taxes are collected in reverse chronological order. Therefore, you must pay the newest tax first.
