Ulster County Housing Action Fund Round 3

Applications for Round 3 of the Housing Action Fund will open on September 17, 2026, with applications due by December 11, 2026, at 3 PM EST.

Round 3 will make $2 million available for projects that support the construction, development, revitalization, and preservation of affordable, workforce, and supportive housing across Ulster County. This round also introduces a new grant category incentivizing housing for workers in key sectors of the local economy.

What's New in Round 3

Round 3 introduces a dedicated Workforce Housing of Ulster County funding category, including:

• Farmworker/Agricultural Housing
• Artist Housing
• Trades Workforce Housing
• Essential Workforce Housing
• Healthcare and Home Health Care Workforce Housing

Round 3 continues to accept applications for:

• Affordable Rental Projects 
• Affordable Homeownership Projects
• Preservation of Affordable Housing for Housing Co-Ops and Community Land Trusts
• Supportive Housing Projects
• Housing-Related Infrastructure

Please read thoroughly through all the application materials prior to setting up a meeting. We will not be able to answer specific questions about your project but can generally answer questions about the application process and types of projects we are looking for in Round 3.

Application Materials

Application materials will be published on September 17, 2026 to the Housing Action Fund website:

Applicants can choose to apply via online form or fillable PDF.

Application Submissions

Printed applications must be postmarked or hand delivered to the address below by 3 PM on December 11, 2026. Applications can also be submitted online through the link above. Emailed applications will not be accepted.

Questions

Questions on the application are due on November 20, after which time no further questions will be answered. Questions may be directed to Dennis Doyle and Kai Lord-Farmer in the Ulster County Planning Department by emailing haf@ulstercountyny.gov. All questions and corresponding answers will be published approximately one week after questions from applicants are due.

Eligible Project Types

For Round 3, the following housing project types are eligible for funding:

• Affordable Rental Projects: Development of new housing that is affordable to households earning up to 80% of Ulster County area median income.
• Affordable Homeownership Projects: Development of new housing that provides affordable homeownership opportunities to households earning up to 80% of Ulster County area median income.
• Preservation of Affordable Housing for Housing Co-Ops and Community Land Trusts: Preservation of existing affordable housing that will be owned and operated by tenants or in collaboration with a community land trust or non-profit organization.
• Supportive Housing Projects: Funding for the development of supportive housing projects.
• Housing-Related Infrastructure: Funding for public infrastructure that would directly support the development of affordable housing.

New for Round 3: Workforce Housing of Ulster County

• Farmworker and Agricultural Workforce Housing: Housing for seasonal and migrant farmworkers, new and beginning farmers, and agribusiness employees tied to the county's agricultural economy.
• Essential Workforce Housing: Housing for emergency service personnel, teachers and school staff, and civil service employees.
• Artist Housing: Affordable live/work housing for working artists, modeled on RUPCO's Lace Mill project in Kingston.
• Apprenticeship and Trades Workforce Housing: Housing serving workers in the skilled trades, including apprentices and trade-training program participants.
• Healthcare and Home Healthcare Worker Housing Projects: Housing serving Ulster County's healthcare and home health care workforce, including direct support professionals and other patient care workers employed by hospitals, nursing homes, home care agencies.
