Department of Planning

Land Use and Community Development

The Planning Department promotes equitable and sustainable growth and development in Ulster County through the Comprehensive Plan and supporting the 25-member County Planning Board, which reviews local planning projects for regional impacts.

Comprehensive Plan

Official plan for the comprehensive social, physical, environmental and economic development of the County. Comprised of individual Housing, Transportation, and Open Space Plans.

Make a Land Use Referral

Land use reviews are a statutory requirement under General Municipal Law, and local municipalities must refer land use actions from site plans to zoning for review by the Ulster County Planning Board.

Ulster County Land Use Referral Guide

Provides information on the General Municipal Law 239 Referral Process that governs reviews by the Ulster County Planning Board. Contains policies and procedures that should be utilized at the earliest stages of the land use approval process.
