Need help paying for child care?

The Child Care Assistance Program (CCAP) helps eligible low- and moderate-income families afford child care.

The subsidy is available to all working Ulster County residents who meet the income eligibility guidelines. Non-working parents may qualify if they are in school or actively searching for a job.

For 2025-26, the income limit is $77,226/year for a family of two and $95,396.83/year for a family of three.

How to Apply for Child Care Subsidy

Online

Step 1.Apply Online

Apply online through New York State Office for Child and Family Services (OCFS).

You will need to create a NY.GOV account if you do not already have one. 

If you need help, the CCAP Resource Page contains a walkthrough video and other helpful materials.

Note: If you are are job seeking you must be registered with the Department of Labor and provide proof at time of application.

Step 2.Gather and Submit Documents

During the application process, you will be asked to provide documents to verify your information.

You can upload documents through the portal or visit our office to drop off paper copies.

Step 3.Application Review

Your application will be reviewed by Ulster County DSS. We will contact you if any information appears to be missing or needs clarification.

Step 4.Decision Letter

After submission, you will receive a decision letter in the mail letting you know if you will receive assistance.

Step 1.Application Packet

Download the files below, or visit Ulster County DSS to pick up an application packet. You may also request a packet be mailed to you by calling (845) 334-5489 to request a packet to be mailed to you.

Step 2.Gather Documents

You will need to provide several documents including your ID and proof of residency and income. Gather copies of these documents before submitting your application.
